tgae-pIn this paper for the Think Global Act European project Juan Delgado argues that early, effective and cost-efficient policies are crucial to achieving the objective of keeping future temperature changes below two degrees celsius. He calls for a concentration of efforts in two areas: a functioning carbon market and a broad post-Kyoto international agreement.
